Delete the last sentence thereof and insert in lieu thereof the following: "The Supervisor of Elections is hereby authorized and directed to prepare the ballots for the June 4, 1991 referendum and runoff referendum in accordance with Sections 2 and 4 hereof." The proposed subsection (d) of Section 5 is deleted in its entirety and a new subsection (d) is added to read as follows: "(d) The status that is chosen by the electorate of the Virgin Islands in the referendum authorized to be held under this Section shall be binding, but the provisions of the status bill corresponding to the option chosen are non-binding and shall serve to establish guidelines for the Government of the Virgin Islands' negotiations with the United States Government."
