 Note: The status that is chosen by a majority of the electorate of the Virgin
Islands is nonbinding and shall serve only to establish guidelines for the Government
of the Virgin Islands' negotiations with the United States Government.

The ballot for the referendum between the categories which place first and second in
the initial referendum, if a runoff is indicated, and the ballot for the referendum
between the options of the winning categories shall be prepared by the Supervisor of
Elections."

 SECTION 5. Act No. 5332, Section 3, is further amended by adding a new
subsection (d), to read as follows:

 "(d) The status that is chosen by the electorate of the Virgin
 Islands in the referendum authorized to be held under this
 Section shall be nonbinding and shall serve only to
 establish guidelines for the Government of the Virgin
 Islands' negotiations with the United States Government."

 "SECTION 6. Act No. 5397, Section 2, (Bill No. 17-0431), enacted November 7,
1988, and Act No. 5403, Section 1 (b), (Bill No. 17-0445), enacted December 16,
1988, are amended by adding the following language at the end thereof:

 "The sums as appropriated shall remain until expended."

 Thus passed by the Legislature of the Virgin Islands on July 19, 1989.
