Relations (Enhanced Status Quo), Commonwealth, or No
 Change; and (3) "Removal of United States Sovereignty"
 (Free Association and Independence). In the event one of
 the categories obtains a majority of the valid votes cast on
 November 14, 1989, a second referendum shall be held on
 November 28, 1989, to enable the voters to choose
 between the options represented by the winning category.
 In the event none of the categories obtain a majority of the
 valid votes cast on November 14, 1989, a runoff referendum
 shall be held on November 28, 1989, in which categories
 that obtained the first and second highest number of votes in
 the November 14, 1989, referendum shall appear on the
 ballot, to be followed by a third referendum to be held on
 January 15, 1990, in which the options represented by the
 winning category in the November 28, 1989, referendum
 shall appear on the ballot."

 SECTION 3. Subsection (b) of Section 3 of Act No. 5332 is deleted in its entirety
and a new subsection (b) is inserted in lieu thereof to read as follows:

 "(b) Placement of the various categories and options on the
 ballots shall be determined by the drawing of lots."

 SECTION 4. Subsection (c) of Section 3 of Act No. 5332 is deleted in its entirety
and a new subsection (c) is inserted in lieu thereof to read as follows:

 "(c) The ballot for the November 14, 1989 referendum shall
 be in the following form and style:

VOTE FOR ONLY ONE (1) OF THE THREE CATEGORIES LISTED ON THIS BALLOT.
IF YOU VOTE FOR MORE THAN ONE (1) CATEGORY, YOUR BALLOT WILL BE
