 To amend Act No. 5332 to adopt the draft Commonwealth Bill; to amend subsection (a)
 of Section (3) of Act No. 5332 to place the seven status choices into the categories of
 (1) "Complete Integration with the United States"; (2) "Continued or Enhanced
 Territorial Status"; and (3) Removal of United States Sovereignty"; to amend
 subsection (b) of Section 3 of Act No. 5332 to provide for the order of placement of the
 categories and options on the ballot; to amend subsection (c) of Section 3 of Act No.
 5332 to revise the format of the ballot; to amend Section 3 of Act No. 5332 to provide
 that the status chosen by the electorate is non-binding; and to amend Acts Nos. 5397
 and 5403 to provide that the sums shall remain available until expended.


 BE IT ENACTED by the Legislature of the Virgin Islands

 SECTION 1. Act No. 5332, enacted on March 22, 1988, is amended by
designating the existing Section 4 as Section 5 and inserting a new Section 4 to read
as follows:

 "Section 4. The Government of the Virgin Islands hereby
 accepts the draft Commonwealth Bill, as approved by the
 Commission on Status and Federal Relations on June,
 1989 (a copy of which is appended hereto and by reference
 made a part hereof), for the sole purpose of aiding the
 educational campaign for the November 14, 1989,
 referendum."

 SECTION 2. Subsection (a) of Section 3 of Act No. 5332 is deleted in its entirety
and a new subsection (a) is inserted in lieu thereof to read as follows:

 "A referendum shall be held on November 14, 1989, to
 enable the voters of the Virgin Islands to choose between
 the categories of: (1) "Complete Integration with the United
 States" (Statehood or Incorporated Territory); (2)"Continued
 or Enhanced Territorial Status;" (Compact of Federal
