 Section 4. Appropriations for the operation of the Commission shall be
included in the Executive Budget for the Fiscal year ending September 1988;
provided, that the sums appropriated for that purpose shall remain available until
expended; and provided, further, that the Governor, the President of the Legislature
and the Presiding Judge of the Territorial Court are authorized to give such
professional, technical, clerical and other assistance as they may deem appropriate to
the Commission to assist it in accomplishing its mission.
