(ii) invite interested civic, professional, labor, business and other community organizations and residents to assist in forming ad hoc committees on the various status and federal relations options and in presenting panel discussion programs on radio and television and in residential communities and housing developments throughout the Virgin Islands; (iii) prepare summaries of the panel discussion programs and distribute same throughout the Virgin Islands; (iv) prepare and arrange for publication in local newspapers of general circulation on a monthly basis (or as often as it deems appropriate) articles on status and federal relations issues that speak to questions raised by interested residents; and (v) and such further actions as it deems appropriate to assist the voters of the Virgin Islands to understand the issues to be decided in the proposed referendum on status and federal relations options. Section 3. (a) A referendum shall be held on November 4, 1989, to enable the voters of the Virgin Islands to choose between Statehood, Independence, Free Association, Incorporated Territory, Status Quo, Compact of Federal Relations and Commonwealth. In the event none of the status or federal relations choices obtain a majority of the valid votes cast, a runoff referendum shall be held on November 25, 1989, in which choices that obtained the first and second highest number of votes in the November 4, 1989 referendum shall appear on the ballot. (b) Placement of the various status and federal relations options on the ballot shall be determined by drawing of lots. (c) The ballot for the referendum shall be in the following form or style: SAMPLE BALLOT Vote for only one (1) of the seven choices listed on this ballot. If you vote for more than one (1) choice, your ballot will be spoiled. REFERENDUM QUESTION: Which political status or federal relations alternative do you favor? Please indicate your choice by marking the line next to your preference with an "X". CHOICES 1. Statehood 2. Independence 3. Free Association 4. Incorporated Territory
