(BILL 17-0157) No. 5332 (Approved March 22, 1988) To Accept the Report of the Select Committee on Status and Federal Relations Dated January 14, 1985, Prepared Pursuant to Resolution No. 1132, Adopted February 7, 1984, Fifteenth Legislature of the Virgin Islands; To Create a Commission on Status and Federal Relations; and, To Hold a Referendum in November, 1989, To Enable the Voters of the Virgin Islands To Choose Between Statehood, Independence, Free Association, Incorporated Territory, Status Quo, Commonwealth and Compact of Federal Relations; and for Other Purposes. Be it enacted by the Legislature of the Virgin Islands: Section 1. The Report of the Select Committee on Status and Federal Relations, dated January 14, 1985, which was prepared pursuant to Resolution No. 1132, adopted February 7, 1984, by the Fifteenth Legislature of the Virgin Islands, (a copy of which is attached hereto, and by reference made a part hereof), is hereby accepted by the Government of the Virgin Islands. Section 2. (a) There is hereby created the Commission on Status and Federal Relations (hereafter "Commission") which shall consist of fifteen (15) members, as follows: seven (7) each appointed by the Governor and the President of the Legislature; plus the Presiding Judge of the Territorial Court who shall be a statutory member. (b) The Governor and the President of the Legislature shall each designate a co-chairman of the Commission from among the members appointed by them and the Presiding Judge of the Territorial Court shall serve as Secretary of the Commission. (c) Nothing in this Section shall preclude either the Governor or the President of the Legislature from appointing themselves to serve as members of the Commission. (d) The Commission shall devise and execute a comprehensive program of public information and education to enable the voters of the Virgin Islands to render informed judgments in the referendum on political status and federal relations preferences to be held November 14, 1989, as provided for in Section 3 of this Act. (e) The Commission shall: (i) prepare a summary of the Report of the Select Committee on Status and Federal Relations referred to in Section 1 of this Act, and section-by-section analyses of the various status and federal relations options contained therein, and distribute same throughout the Virgin Islands;
