Phase I. The submission of this report to the Sixteenth Legislature of the Virgin Islands marks the completion of Phase I of the process. Phase II. The conduct of the proposed referendum-election in 1986 to enable the people of the Virgin Islands to choose between the various status alternatives would mark the completion of Phase II of the process. Phase III. The conduct of Virgin Islands-United States negotiations in pursuance of the results of the 1986 referendum-election would constitute Phase III of the process. Phase IV. The adoption of a constitution and inauguration of a new government in the Virgin Islands as a consequence of successful Virgin Islands-United States negotiations, would mark the completion of Phase IV, the final step in the process. RECOMMENDATIONS OF THE SELECT COMMITTEE ON STATUS AND FEDERAL RELATIONS Pursuant to the provisions of Resolution No. 1132, subsection (e)(2), your Select Committee on Status and Federal Relations recommends as follows: (a) that a referendum-election be held in the Virgin Islands on November 4, 1986 to enable the voters of the Virgin Islands to choose between (1) Statehood, (2) Independence, (3) Free Association, (4) Incorporated Territory, (5) Status Quo, and (6) Compact of Federal Relations; and (b) that the ballot for the referendum-election be in the following form or style: SAMPLE BALLOT Vote for only one (1) of the six choices listed on this ballot.
