restrictively nor shall it be construed to deny or disparage other rights retained by the people. The Senate shall provide by law for the implementation and enforcement of this Article. ARTICLE II. PRINCIPLES OF GOVERNMENT REPUBLICAN FORM OF GOVERNMENT Section 1. The Government of the Virgin Islands shall be republican in form and shall consist of three branches: legislative, executive, and judicial. ETHICAL STANDARDS Section 2. Officers and employees of the Government shall be devoted to serving the public interest and shall observe and maintain the highest ethical standards. A code of ethics applicable to all public officers and employees shall be established by law. CAPITAL Section 3. The capital of the Virgin Islands shall be Charlotte Amalie, St. Thomas. ANTHEM, FLAG, AND SYMBOLS Section 4. The anthem, flag, seal, bird, flower, fish, and tree of the Virgin Islands, each of which shall symbolize the history and culture of the people, shall be provided by law. Within one year of the effective date of this Constitution, the Senate shall provide for the implementation of this section. Once established by law, the anthem, flag, seal, bird, flower, fish, and tree, shall be incorporated and considered a part of this Constitution. ARTICLE III. CITIZENSHIP DEFINITION OF A VIRGIN ISLANDER Section 1. A Virgin Islander is- (a) a person born in the Virgin Islands, or (b) a person who is a descendant of at least one parent who was born in the Virgin Islands. CITIZENSHIP Section 2. Citizens of the Virgin Islands are- (a) all persons born in the Virgin Islands and subject to the jurisdiction thereof; or (b) all persons born outside of the Virgin Islands who are citizens of the United States, and who have been domiciled in the Virgin Islands for at least one year; or
