concerned within one year from the date of the decision, to the Governor, which appeal shall be in writing and shall specifically set forth the particular action of the Government Comptroller to which exception is taken with the reasons and the authorities relied upon for reversing such decision. (g) If the Governor confirms the decision of the Government Comptroller, relief may be sought by suit in a court of competent jurisdiction. (h) The Government Comptroller is authorized to communicate directly with any person having claims before him for settlement, or with any department, officer or person having official relations with his office. He may summon witnesses and administer oaths. (i) As soon after the close of each fiscal year as the accounts of said fiscal year may be examined and adjusted, the Government Comptroller shall submit to the Governor and to the Legislature an annual report of the fiscal condition of the government, showing receipts and disbursements of the various departments and agencies of the government. (j) The Government Comptroller shall make such other reports as may be required by the Governor of the Virgin Islands, the Comptroller General of the United States or the Secretary of the Interior. 15. The Governor shall establish and maintain systems of accounting and internal control designed to provide: (a) full disclosure of the financial results of the government's activities; (b) adequate financial information needed for the government's management purposes; (c) effective control over and accountability for all funds, property, and other assets for which the government is responsible, including appropriate internal audit; (d) reliable accounting results to serve as the basis for preparation and support of the governor's certification of local revenues, the Governor's budget request to the legislature, and for controlling the executive of the said budget. REVIEW OF OFFICE AND ACTIVITIES OF GOVERNMENT COMPTROLLER, REPORTS The office and activities of the Government Comptroller of the Virgin Islands shall be subject to review annually by the Comptroller General of the United States, and report thereon shall be made by him to the Governor, the Legislature, the Secretary of the Interior, and to the Congress.
