Harold A. Lutchman is a Professor of Public Administration and Chair of the Social
Sciences Division of the University of the Virgin Islands. He is the author of a
considerable number of publications in the areas of political science, public
administration and jurisprudence. He has also served as a consultant and advisor to
institutions of higher education and governments.
