de-camp, Coupp&, bearer of Ly orders, returned and told me
that he had not Ifund Gen. Dessalines, butlhad learned that
Lgogane had been burned, and that the inhabitants had es-
caped to Port Republieain.
 All thee disasters happened just at the time that Gen. Le-
 Selerc came. Why did he not inform ne of his powers before
 landing? Why did he land without my order and in defiance
 of the order of the Commission ? Did he not commit the first
 Lostilities '? Did b not seek to gain over the generals and
 other ottile:-Irs under my command by every possible means.?
