 Text.-Strike out the period at the end of the resolution of ratification and insert in lieu thereof a -comma and the following: "subject to the following reservation, which is to be made a part of the instrument of ratification to the Treaty:
 "Notwithstanding any other provisions of this Treaty, no funds may be drawn from the United States Treasury for payments under Article XIII, paragraph 4, without statutory authorization."
