Sumqmary.-Provided that the Panama Canal Commission would be obliged to pay Panama the amounts prescribed in the Treaty only to the extent that canal operating revenues exceeded the Commission 's expenditures. The amendment also stipulated the order in which the Commision would expend its funds during any year in which expenditures exceed operating revenues. Finally, it provided that whenever funds are insufficient to make any of the payments, except the contingency payment, the amount could not be paid in future years unless the two parties agree otherwise.
