PANAMA CANAL TREATY ARTICLE V PRINCIPLE OF NON-INTERVENTION Employees of the Panama, Canal Commission, their dependents and designated contractors of the Panama Canal Com-mission, who are nationals of the United States of America, shall respect the laws of the Republic of Panama and shall abstain from any activity incompatible with the spirit of this Treaty. Accordingly, they shall abstain from any political activity in the Republic of Panama as well as from any intervention in the internal affairs of the Republic of Panama. The United States of America shall take all measures within its authority to ensure that the provisions of this Article are fulfilled.
