114 AGREED MINUTE TO THE AGREEMENT IN IMPLEMENTATION OF ARTICLE IV OF THE PANAMA CANAL TREATY 1. With reference to paragraph 5(c) of Article VI of the Agreement in Implementation of Article IV. of the Panama Canal Treaty (hereinafter referred to as "the Agreement"), the five offenses under Panamanian law referred to therein are understood to be: (a) "Murder" means the intentional killing of one person by another. (b) "Rape" means the commission of an act of sexual intercourse by violence or threat and without consent with a person not his spouse, or with a person who is not capable of resisting by reason of mental or physical illness, or with a minor less than twelve. years old.
