10 (7) All provisions regarding telecommunications in this Article shall be in accordance with the obligations of both Governments as members of the international Telecommunication Union and the various relevant international agreements to which both Governments are signatories. (8) Any communication with the International Telecommunication Union[ I] regarding the subject matter of this Article shall be effected exclusively by the Republic of Panama. (9) The radio and television services of the United States Forces pperating within the Republic of Panama, will: (a) Announce at the start and termination of each day's broadcast that the emissions are authorized by the Republic of Panama; and (b) In television programs originatiig locally, not use announcers appearing in military uniform. (10) The Joint Committee may adopt any further regulations as may be necessary to implement the provisions of this Article, including necessary technical coordination. ARTICLE X Military Post Offices[2] (1) The United States may establish, maintain and operate, within the defense sites, military post offices for the exclusive use of the United States Forces, the members of the Forces or the civilian component, and dependents, and for the use of such other persons and agencies as may be agreed upon as exceptions by the two Governments through the Joint Committee.
