 WHEPE..S, Section 1 of the Order of March 14, 1934, approving the
Code of Fair Copetition for the Ladies Hind BaP Industry, provides:
"That Section 2 of Article IV be st'-.;,ed until such time as the Code
Authority shall present to the Adminiistrator a definition of the term
'semi-skilled employee', which receives the approval of the Administrator";
and

 WHEREAS, A special committee anointed from the Industry and from
Labor at thie Public Hearing held June 8, 1934 to report a definition of
the term "se:ni-si' lled emplo;,ee", has submitted two reports as noted in
Appendix A, attached hereto; and

 WHEREAS, Section 4 of Article VI of the Code provides: "In order
that the Code Aiut?-,ri'.- shall at all times be truly representative of
the industry pn.i i.i o'Ther respects corznply with the provisions of the Act,
the Adnm'ni tratui mipiy -rovide such hearir:?'s as he may deem proper, and
may require an n; .roT'riate modification in the method of selection of
the Code Author, t,."; -i;J

 WHEREAS, Section 6 of Article IV provides; "The Administrator may,
upon recoreiidai .on by the Code Authority and after full study and inves-
tigation ty the Code Authority, and after such notice and hearing as he
shall prescribe, establish, as a part of this Code, such basic rates for
the more skilled classes of employees s Rmay be necessary to further
effectuate the purposes of the Act"; and

 WHEREAS, The petitions of the International Pocketbook Workers'
Union and a group of 68 members of the le.':^try state that the Code Auth-
ority refuses to m.nke any recommendations '".hereon; and

 WHEREAS, the Administrator doee., a hearing necessary and proper to
determine the matters hreinabove referred to, and to make any' modifi-
cations, ,rr.endr.ients or additions necessary in accordance with the pro-
visions hereinalove set forth. And, in E hedule attached, as noted in
Appendix A.
