may be examined by an agency agreed unon between the Code Authority and
such member, or in the absence of an Agreement, by an agency appointed
by the Code Authority and. aooroved by the National Industrial Recovery
Board.

 "If a member of the Industry shall fail to furnish accurate reports
concerning any of the foregoing matters when required by the Code Authority
or the rational Industrial Recovery Board, such member shall make available
to an agency appointed by the Code Authority pith the approval of the
National Industrial Recovery Board so much of the pertinent books, records
and papers of such member as may be required by the Code Authority with
respect to wages, hours of labor, conditions of employment, number of em-
oloyees and other matters necessary for the effectuation of this Code.

 "In no case shall the facts disclosed by such examination be made
available in any form to any competitor whether on the Code Authority Board
or otherwise, or be given any others publication except so much thereof as
may be required for the proper administration or enforcement of all the pro-
visions of this Code." ...

 Add a new section to Article' VI to: be known as Section 9, reading as
follows: ,

 "The Labor Meambe.r appointed by the National Industrial Recovery Board,
and nominated by nhe NRA'tabor Advisory Board, shall have the right to vote
on all questions affecting labor, compliance and enforcement, but shall not
have the right to vote on trade practice provisions or on the employment or
discharge of any officer, director, attorney, or other agency of the Code
Authority."

 Article VIIf, Section 11 shall be amended to read as follows:

 "No member of the industry shall grant cash discounts in excess of
3/10 E.0.M. Excepting on goods sb1d.upito and including t27.00 a gross,
no member of the industry shall grant cash discounts in excess of 2/10
E 0 : .M . ...  '

 "IAnticipation may be allowed at the rate of Z6. per annum. No member
of the Industry shall grant quo.ntity and/6r volume discounts of any nature."

 Add a new Section to Article VIII to be known as Section 16, reading
as follows:

 "FREE DEALS--COKB0IIATION DFALS--To member of the Industry shall directly;
or indirectly give what are knownas free dea1's.orI 'free merchandise'
or 'combination deals' whereby a joint total price is charged for handbag
along with other merchandise. All bills and-invoices in which-handbags are
one of the items, shall set forth separately and definitely the charge of
the handbag alone." "
