 Section 1. Definition of "Interpret.tions"---This term includes
 all rulings on the meaning of th'n language of a coJe where the
 intent of that lang-uage is in doubt; i.e., ,;here a ]nov'ledge of
 the surroun..in circumstancess and. of thU general policiess of i
 N. R. A. on the part of the person making the rulings, fails to
 remove the necessity for a decision on which reasonable men,
 equally well informed., might differ. ".There no decision is re-
 quired on which reasonable men, equally well informed, might
 differ, the r3.ling is not an interoretaticn but merely an explana-
 tion.

 Section 2. Definition of IIxcetions" and :"rxemtions"---These
 terms include all rulings whereby an individual, group, or class
 is released from the full. operation of a provision of a code.

 Section 3. Definition of "E.odifications"--- 2his term includes all
 rulings whereby a code is risded by a.d,..ing a provision thereto or
 changing or omitting any p-rovision th-roof.

 Section Provisional Inter)rtations--'-.Jhen tie immediate course
 of action of the person seekin-j an inter-retation may depend on the|
 answer given, the Code Authority shll Live a provisional ruling on 1E
 the interpretation requested-. At the s.mne time, it shall be made '
 clear that the ruling so given is subject to review by the 11. R. A.
 This provisional ruling shall not b- circularized throughout the
 Industry, but shall be given soljlr fore guid.ance cf the particular ::
 person or persons involved, including any interested party or group I
 who vould be affected by not being immediately informed of the
 provisional ruling. The transcript of such F provisional interore-
 tation shall be sent to the IT. 7. A., -hich will notify the Code
 Authority regarding the ap?,roval, disapproval, or modification of tha
 interpretation as given.

 Section 5. Requests for Imm:di.te Interretations---There the final::
 ruling on an interpretation must b. mrn,.e im.ieCi-tely, an!d a provisioe-
 al ruling by the Code Authority is rot sufficient, the Code Authority:
 shall comrrtunicate with the IT. -.. A. an('. request an immediate ruling
 on the interpretation.

 Section 6. Final rulings---To final rulings on matters covered by
 Sections 1, 2 and 3, of this Article may be made except by the Admin:is-
 trator, after such notice an,. hearing as 113 may require. The Code
Authority shll give the widest publicity to final rulings.

Section 7. Procedure on exceptions and 3xe.erptions---In any case in
which a member of the Industry believes that the ope--ation of the
Code imposas undue hardship, or is not carrying out the purpose of
the Act, such member may set forth such facts in a petition to the
Code Authority requesting a-n exception or exem-ption from a specific
