Procedure on exceptions and 3xe.erptions---In any case in which a member of the Industry believes that the ope--ation of the Code imposas undue hardship, or is not carrying out the purpose of the Act, such member may set forth such facts in a petition to the Code Authority requesting a-n exception or exem-ption from a specific 9811
