Pursuant to the Code, the budget and. lan of assessment must be approved by the Adr.iinis- trator. T'is bud jet and plan of as' cssment hhall be available to all members of the industry and such members, as desire, shall be given an opportunity to b e heard on the method and amount of assess- ment. Section 4. Pursuant to Article Vii of the Code, and subject to the approval of the Administrator, the Code Authority shall have the exclusive right of this industry to issue and soll labels to the members te-ireof. The Code Authority shall establish rules and regula- tions and ap-iro-riate machinery for the issuance and sale of labels and the inspection, e-"'.-ii.. tion and. supervision of the practices of meribers of the industry- '. sii, such labels for the purposes of ascer- tainin, the right of such members of the industry to the continued use of said labels; or protecting purchasers in relying on said labels; and of insuring to each individual member of the industry that the symbolism of said label ivill be maintained by virtue of compliance with the provisions of this Code by other members of the industry using said( labels. ARTICLE IX Section 1. The Code Authority sh-.ll designate a disinterested Statistical agency (this may be a Government Bureau) which shall collect information and statistics from members of the Industry for the compilation of sportsts as to wages, hours of labor, number of workers, t;--ms of workers, production, type of merchandise pro- duced, volume of sales, methods of sales, and any other Oertinent matters, in accorcaic--- rith_. the -provisions of the Code and deemd necessary by t;e Code Authcrity and the directions of the Administra- tor thereunder. In addition such statistical information as the Ad- ministrator ma-.y deem necessaiy for the :,ur'-os recited in Section 3 (a) of the Act, shall be furnished to such Federal and State agencies as the Ad,;iinistrator ma',' designa.te. Section 2. Such statistics an(' information, excep-t as othervise may be provided by this Article, shall-be kept confidential. iTo publica- tion thereof in any manner shall be made to anyone, other than in smumary foirn an-' without individual identification; provided, however, tiat any of such statistics and information shall be made av-.i0&.L: to the Administrator. Any member of the Code Authority or officer or aront thereof who discloses such information in violation of this section may be removed from office b;., th,.
