This committee shall handle trade practice cor.plaints and disputes in the first instance,, and adjust them in accordance with the affected1 provisions of the Code, and in accordance with the provisions s of the National Industrial recoveryy Act. The functions and powers of this committee may in whole or i.- part be delegated, under authority of the .Code Authority, to confidential agents or agencies. Section 2. The Code Authority, in accordance with Ac.ministrative Order No. X-12, dated March 30, 34,, shall appoint an Industrial Relations Committee of six members, consistin, of three industry members and three labor members. The Administration member shall be a member of this committee, ,ith- out vote but with a veto power subject to review by the Administrator An executive secretary and legal counsel shall also be anopointed as either members of the committee or as employees. The committee to develop industrial planning and fair trade practices, which shall meet with the trade practice committee appointed under such other codes as .a; be related to the industry, for the purpose of formulating fair trade practices to govern the relationships between production and distribution employers under this Code and under such others, to the end that such fair trade practices may be proposed to the Administrator as amendments to this Code and such other codes. Section 4. Pursuant to Article VI, Section 8 (d) of the Code, the Code Authority may use such trade associations and other agencies as it deems proper for the carrying out of any of its activities provided for herein and to pa, such trade associations an'. a-encies the cost thereof, provided that nothing herein shall relieve; the Code Authority of its duties -.nd responsibilities under this Code i and that such trade associations and. agencies shall at all times be ;; subject to and. comply with the provisions hereof. * ARTICL: VIII Section 1.
