The Code Authority may also establish and maintain branch offices wherever it deems nec- essary. Section T. Tie Code Authority shall meet on the second Thursday of each mo.itn at its princip-l office unless otherwise designated by thie Code Authority. Section 3. Special meetings of the Code Authorit ma" y be called by the Chairman or by the Chairman upon the written request of the Acministrator, his representatives, and Administration memberr, or t'7o Industry M5mbers of the Code Authority. Section 4. A majority of the industry members (regular represen- tatives or alternates directedC to act as regular representatives) of the Code Authority shall constitute a quorum for the trans- action of business. 14o determination of the Code Authority shall be made without the affirmative vote of a majority in numbers of the Co2-' Authority. If a quoruma be present at any given meeting and a majority, of such quorum sh.li affirmatively epprove a given matter, the s-?., shall become effective when and if there shell be rec'Ived and filed in writing in the office of the Code Authority assents thercto which added to the number voting in person shall constitute a majority of the industry members of the Code Autho- rity. A. Section 6. Pernanent records of the Code Authority filed with the I1. R. A. shall be available to the Advisoryj Boards of the I. R. A. subject to th, a-pproval of the Administrator. Publication of informa- tion thus secured shall not be made )xcept with consent of the Code Authority. ARTICLE VII The- Code Authority shall establish Industrial Adjustment Agencies for the *uroose of h'1ndling trade practice dis- putes and labor disp-utrs. Section 1. The Code Authority shall anpoint a Trade Practice Com- nlaints Committee of three members. The Ad..diinistration member shall be a inmemrhber of this committee without vote, but with a veto power subject to review by the ACuninistrator. An .xec-itive secr;t~r'' and legal counsel shall also be appointed as either members of the corm- mittee or as employees. 9811
