CRGAi:IZATTI CT02 LABOR C,:i:L-I.T3 C&i.iTTZEE Section 1: Cret.ticn cf NTation-.l L C-.br Com-plaints C .-'A.-ttee Thze Code Authority shall establish a :Iational Labor Comr-laints Committee consisting of not less than (4) or more than (10) aiembers, cne-half of which shc-.11 represent employers and shall be appcintad by the Code Authority, or by its ".residing officer; and one-h.if of which, representing employees, shall be appointed by the President on recormmendation of the Labor Advisory Board of the Ia.tion- al Recovery Adainistration. An Administration :.ieber of 'the Code Authority shall be a member of this Committee. He shall a..ve no vote but a veto subject to revie-w by the Administrator. The Committee shall have a full-time paid Executive Secretary, who shall be on the staff of the Ladiest Dandbag Code Authority and may devote part of his time to Code Authority duties other than those of this Committee. The Comrmittee shall also have a legal adviser. Section 2: Administra.tive Personnel of Tationa.l Labor Cor'lm2ints Committee. The Committee shall elect from its members a presiding officer to )reside at all meetings, but such person shall retain and exercise the riLht to vote. The Committee shll also elect an arbitrator who shall be called to serve as Dpresiding officer with right to vote when the Co:-ruiittee is evenly divided on any question. The Cormittee, subject to disapproval 'of the Th.tional Recovery Admin- istration, shall adopt its own by-laws aril rules of procedure, and fix the time and place of regular and special meetings, and the manner in which such meetings shall be called and conducted. The by-laws, with respect to a quorum, shall provide for equal voting representation of employee and employer members. The facilities of t'-e Code Authority as to necessary office space, steno.r-'.U.ic and clerical help, and place of meeting, shall be made available to the Cc,,niittee. The Executive Secretary of the Committee, shall report at all meetings thereof a summary of the cases handled by the staff in the intervals between meetings together with a statement indicating disp sition of cases closed.
