I note the letter from the present Code Authority to you, which I return herewith. This does give :n illuminating view both of the vicissitudes through which the Code has passed and of the attitude of the Code Authority toward your peculiar problem. The letter vhich I have already writtenn you will have covered the subject of an application to the Administrator for the setting up of learner provisions. This can be dul'y filed with the supporting evidence which I have suggested to you. I am sure that the matter will receive most cardful consideration. 'U.qnt the re- sults will be, I cannot predict because juzt at the present time the continuance of all codes is under serious doubt. In regard to the establishing of differentials between Mlissouri and the East, it -;ould be necessary for you to present the following evidence, backed b. affidavits of responsible parties other than yourself: 1. Wage. no being paid in your region for similar classes of .'ork; 2. Wfges paid by yo,-.'r industry; per cent of labor costs to totsl costs in issouri, com'rc- with simil:.r fiTares for the >-astern territory. 3, '.oenses other than labor costs in your region in excess of Eastern e- enses. I have asked the Resccrch and Pl:.nnin7 Divisioi to accu- mulate some figures in regard to the pcr cent of litbor costs to the tot.l costs in the -astern Division and ho:e they ';ill be able to secure this information. The remainder of the information you .'ould have to secure so that it could be preented in brief form, suo-orted by the necessary affidavits. As you point out, the application for learner provisions are within n the powers of the kdLministrator to -7r..nt. Application for the setting u-o of differentials, I .-ja fr Lid, would require an m.rad- ment of the Code cnd this would have to go, in the first instance, through the Code Authority. If, however, yoa -crc- blocked there, rou could take the matter up with the Administrotor.
