Dear Dr. Hor-ard:-

 I have your letter of the 17th inst. concerning the Hand Bag
Code.

 Miy information is that the meeting of the Code Auth.ority
 scheduled for April 19th, 1934 has been post-oned because of the
 absence of the Chairman of the Code Authority from the City.

 In the meantime, Mr. Pearson -.ho had told me about the meet-
ing on Thursday, had arranged for a meeting between him, myself
and a .group of protesting manufacturers, some who are on the Code
Authority and. some out. They speak for the National Association
of Ladies' Hand Bag I.anufacturers. ?Je spent several hours with them.

 Aside from the petty jealousies and desires for paying jobs
on the Code Authority, I gather ti-L.t there is a basic conflict be-
tween these out of torn manufacturers and the HN'r York people.

 I have of course exoresscd no oj-inicn but sirmly suggested
that an effort be made to have harmony within the Tradc before
these people run to Washington .1nd try to block the work of the
Code Authority as it is at present constituted.

 However, this need for harmony within the Code Authority
ought not to interfere with the formulation of a definition of
the term 'semi skilled emnTployee'.

 If you have not written to Er. I'ittenthal, p'orh]ps it would
be well for you to write him as you did in the case of the Infants'
Wear so that they ma.y "mo%- of the Administration's -ocision to have
me the Administrative member on that Code, I shall communicate
with Mr. Mittenthal, nevertheless, as you surest.

 May I suggest that if writing to me onr matters other than
Special Millinery Board that you address letters to my office,
ll West 42nd Street, Hew York City. I am not "v.'ays at the Special
Millinery Board in the morning so that important co.r-uni cations from
you might be delayed if you continue to address them to me at -,8 7West
37th Street, New York City.
