At least 4000 hours, I believe, would be required to determine the time necessary to manufacture the articles which would, be submitted to the im- artial person or agency. These 4000 hours o0 wor1- will have to be performed within -ne month, therefore reauirin- the employment of 25 persons at the rate of a forty nour week. 25 crochet beadars would renuire a vr'- large soace and cannot be h!d without tp.king these workers away from their active work. Neither are these 5 crochet benders available as inside -or '-ers s this industry is orimprily a aomewor'- industry I also want to call to your attention that the resolution should include he statement that the impartial oerson or ae'encv which is to be designated )y the Code Authority shall be with the approval of the members of the beaded )ag division, as only such person who woulO receive this approval could ef- 'icientlv carry out the work required. Regarding the increase in tariff, I wish to offer for vyur approval the allowingg sugFestion: namely, that we -oetition the government to increase he duty to the maximum Dermitted by 14w only on articles completely finished, nd to maintain the present duty on articles unfinished and to lower the duty on loose or strung beads. This would -oositively be to the best interest of our entire industry, particularly to the workers, as the increase in dutyr on finished articles Iould force the manufacturers to finish -he articles in the United States, hereby creating work for handsewers w-hich are eFsily available and of which here are many unemnlovyed. It would also prevent de-oartment stores from purchasing completely finished articles abroad, thereby-keenin- so many merican workers out of work, and would force the importers to establish finishing departments which would engage additional workers. The maintenance of the present rate of duty on unfinished articles would e a distinct benefit to our industry due to the fact that the amount of rochet leaders avail-ble in this country are entirely too few to be able to ake the amount of bags required. The industry could emoloy all the workers Wailable on better priced bags, particularly with the zrnntinz of the 25t hour rate for homework and if and wh-n the government should lower the rpte b beads and Jaoanes imitation pearls. The requested increase in duty as it now aooears in the resolution is sitively useless and of no benefit to our industry. On the contrary, it Md be detrimental. First, the increase in entirely too little to benefit e industry and second, should the increase be much higher on all articles, wished and unfinished, it would ruin the industr- on account of the hi'r? Slower prices. The suggestions I have offered would benefit the worl-ers, business men, d the consumers, therefore the entire industry. -^l-l
