R7SOLVED thnt pending the action of the Tariff Imports Division In granting th- relief asked for, that the Code Authority Ladiest Handbag Industry be and is hereby petitioned to grant a minimum rate of 25 an )our to all beaded bag manufacturer's for work done in the home of the workers, when such homevior is permitted by the Code, The present minimum rate of 35h -oer hour we are sure is resulting in non-comoliance with this provision of the Code, because it is impossible to trace this homework into the homes of a thousand workers scattered in the rural districts of at least ten states. The bead-bag manufacturers realize that even with a rate of 25 poer hour they can only hope to comnete on some items, while with other items it would still be impossible to meet the foreign values; however, the industry feels certain that compliance with the labor -orovisions of the Code can be made more effective when the manufacturers of beaded bags realize that they are not threatened with total extinction, Furthermore, the manufacturers in order to obtain strict com-oliance of the Code, -pledge themselves to establish and maintain an impartial person or agency to be designated by the Code Authority to whom all articles given out to be made by homoworkers will be submitted for the fi.:ing of a niece work rice that will result in a wage to an average worker of 251 per hour. Failure on the part of a manufacturer to submit an item to the impartial person or agency will be considered non-compliance with the Code. All wor'n given out to be made in the homes of worl-ers will be controlled y the im-oartial person ornazent through rules and regulations to be established by the members of the beaded bag grouo, The beaded. bag manufacturers request the Code Authority to consider this i1tal problem for the industry and that it grant the exemption it asks for atil such time as relief is given through an increase in the duty of beaded bags.
