is the most colorful man in it, He has been somewhat of e problem to
the industry because, while in his early days he -7r.s r.a great builder,
having lost his fortune, he seems to have changed his viewpoint and fo:

 J. Liichel has, since the inception of the Code Authority, been

of affairs, and he definitely shows a desire to approach problems from

knows and understands as well as does Mr. Greenbaum the labor -roblemns

a kreat addition to this group., I, therefore, ask for your ayoroval

 The a- ointment of these three men would fill the Code Authority
and for these no rpiendment is :'ecessr7ry. This does not, however, tak
care of the t-ro additional men required by the Ten-Cent to Fifteen-
Cent Group. To provide for these tuo they desire that there be an
amendment to the Code, which 7ill be presented to you this coning
