 Dear Mr. Ore:

 There is included in the order a-proving this Code the folloi-
,ing:

 "That, in addition to other members of the Code Auth-
 ority, there may be appointed '- the Ad-inistrrtor or
 Elected by such method a.s he :r.', prescribe, in^his
 discretion, not more than three additional members
 with voting privilege to be chosen from me7nbers of
 Sthe industry .who are not, in the o-oinion of 'the Ad;iin-
 .istr.tor, adequately re-oresented on the Code'Author- 
 ity." ...

 At the time the Code Authority wns or-i.;inally set up, there -'ere
..three major. tr6de associations in existence, which between they) re're-
. aented the larger portion of "the industry located. in thile Erst, There
is also one association located in Chica.o and had a sLeleton or.go-.i-
zation on the Pacific Coast. Since that time, the co edition has c':-iged
and t,-o o.7 the three major associations, 'ea,.m, rteri'Ig in 1.e. York City,
have been merged, and the third disa.vod. Ih'.ilc t?;cn it was .:Jtvisable to
base the set-up of the. Code Authority u-on associations, I believe it is
unwise to now consider frr thatt viewpoint, and the industry is...rree,
to. this. '

 At the hearings held Ir1't stumircr, it vas insisted by the Adiin-
 istrotion that the three additional ne.i.->ers crlle]d for in the order of
 approval should be -placed upon the Code Authority. After more or less
 acrimonious argument, the industry unanimously r1-reed that the aVoint-
 ment of those three extra men should be left in the hnnds of the ,Admin-
 istration Ilember. It is to be noted that in all the discussions they
 laid em-has'is upon their desire that the A'iJmi'istration liember, 'Myself,
 make these alo ointments. I tried -ithout effect to sidetrack this re-
 sponsibility, but since those days conditions have been mr-rkedly ch-nwed
 and I, therefore, present the following names for your Laproval:
