From nmy talks with many members of Industry both on the Code Auth-
 ority and manufacturers who are not oni the C:.e, incl-din.: th: Taost
 recalcitrant members of Industry, all of these executives are rc orted
 to me to be of the highest integrity and the industry fpels they are
 fortunate in obtaining the services of these men. In -' ssinfy it mny be
 interesting to know that as a result of the efforts of these nen a greet
 many thousands of dollars have already been collected ar.I paid. in re-
 stitution to workers, and it is further interest1i-.. to know that these
'men are so interested in their v'ork they have worked for almost three
months with but the ppyiaent to therm of three -eel:s salaries.

 Personally I feel the Industry is to be congratulated upon having
 this type of executive :-erzonnel, and I coudI1 wish that the same condi-
 tion existed in the other industries with which I have been associated
 these past several months. You mast also bear in Lina that not alone
 have these men not been paid. and yet have been wvrillin:; to work, but
 that the Code Authority has had practically no fund with which to oper-
 ate for travel and other expenses. This of course, has been due to the
 fact that they did not want t-3 start the sale of labels which would pro-
 duce the necessary revenue, until crnplete ao-,.rovrl of the labels, their
 sale, and the budget was had from the Adci4nistration. This is, I think,
 something to the credit of the Industry in contradistinction with cer-
 tain other industries who have proceedeCd without waiting for aproval1
 This Authority has leaned. br.ckwcrds in their desire to see to it that
 the law is observed and that they themselves do not tr.nsgress the rules
 and regulations set forth by the Administration.

 I think the breaitdown of the Budget as oriinall:r presented can be
 improved so that perhaps it will show a decrease in the total revenue
 and expense, not perhaps a trerie-iaous reduction, but none the less a
 reduction of several thousands of dollanr-.
