 It being also provided in. Section 10 of Article V of said Code

to hand beading, hand crocheting or hand embroiderying, and except that
aand sewing at home shall be permitted until Jul- 1, 1934, but not to
be -er:.tiitted there-fter. 2he Code Authority shall, in conjunction with
Buch St2te Governments and such departments of the Federl Government
and such other agencies as the Administrator rmayr designate, study and
investigate the problem of '"o..i'.;ork in this Industry and shall make to
the Adi.iinistrator recommendations for the effective .and appropriate con-
trol o0 such homework as is herein permitted-. Should the ,.-ministrator
find it to the best interest of the Industry or to the best interest of
Labor or otherwise necessary to further effectuate the purposes of the
(ct, he raoy further restrict or wholly -orohibit the practice of homework
in t-his Industry1"; and

 It appearing desirable that the Administrator undertake a stud:,.--"-
3f the -robleri of homework in this Industry, independent of the study
being .r,-de by the Code Authority.

to it; and I do here y appoint as the members of said Commission the

 I do hereby OrD7F. that said Commnission shall undertake. immediately
a studCy of the labor co.i:'itions in the Ladies' ndg Industry with
particular reference to the unemployment existing therein, competition
between the various markets of the Industr-y, and homework and I do
further

 ODF=. that sad Conmission shall report to the Administrator on or
before August 15, 1934 within its reco,.-,iendations as to a definition of
the term "semi-skilled employee", as to the feasibility of establishin.:;
as a pa-t of said Code basic rates of pay for the more skilled classes
of e..nloy-ees in said Industry, as to the practicability of a further
reduction in the r.a::imui hour provisions of the Code for the -nur ,ose
of relieving unemployment in said Industry and as to the advisability- .
