Dear Dr. Howard:- I am enclosing a report of the findings of the Committee on the De- finition of semi-skilled workers; also a copy of the verbatim report dictated by Dr. Paul Abelson, who was present at this last meeting. From the report of the vote, it must be evident to you that the same division of interests dominated these meetings the out-of-town against 'New York only in this instance, the deciding vote in favor of the adoption of the report was given by a manufacturer who has a factory in Kew York as well as out-of-town, but who opposed the efforts of the out-of-town manufacturers to minimize the class of unskilled workers to a point where it would be neglible. I pointed out to the Committee that very little was required to be added to the exemptions already stated *in the Code in order to give them the Definition of a Semi-Skilled Worker. I regret that the Definitions that were adopted, even by the majority, are lengthy and that it will be almost impossible for a Code Director to obtain compliance unless he spends considerable time in each factory to watch the operations of the workers.
