SUBJECT: Ruling on Ladies' tnr bh,.j


In accordance with your' recent inquiry, the recommendations which
I m:cde at the he,'ring conducted :n Januairy 9, 1935, relative to
the proposed amendments to the Code of the Ladies' H-n'-.bo Industry
may be retatoed somewhat as follows:

 First, a general rest-temcut would
 emphasize that the codificatix- of any
 industry should be .cco!.L.li,-c"- k.L' so that
 the definition of the -oroduct be eyxressed
 in teams of generic classific-tion a.nd not
 in terms of "for the purpose useCd" or "to
 whom sold", or "by whom carried" or some
 such similar qualification limiting' the
 product.

 Second, on the basis of the above and
 from the data- and exhibits presented for
 examni.ation and which I revie'r:d, it is
 recommended that the definition include a.ll
 items embr .ced by the ;,/neric classification
 of the'product."
