Hereafter, the Administrator may, uith the approval of the President and after full study and investigation, establish, as a part of this Code, such basic rates for the more skilled classes of employ- ees as may be necessary to further effectuate the purposes of the Act. AnrTCLE V GE-ERAL LA30R PROVISIONS 1. iNo person under sixteen years of age shall be employed in the industry in any capacity and no Derson under eighteen (18) years of age shall be employed at any T.anufacturing operation in the industry. Within thirt:- (30) days after the effective date of this Cod.e, the Code Authority shall submit to the Administrator a list and description of such op rations. 2. through 13. * ARTICLE VI A; :ISI STRATIOI 1. A Code Authority is hereby- constituted to cooperate vith the Administrator in the a.L..inistration of this code. 2. The Code Authority shall consist of not more than eleven (11) members to be selecte'l in the .\rnier hereinafter set forth: (a) Three (3) menbcrs zha.ll be appointed by the Associated Handbag Industries of America, ITc.; (b) Three (3) Members shall be appointed by the National Association of Ladies' Handbag i.auiufacturers; (c) One (1) member shall be appointed by the Industrial Council of Leather Goods i.ianufacturers, Inc.; (d) One (1) member shall be appointed by the iidirest Handbag and Snail Leather WVares Association, Inc.; (e) One (1) member shall be appointed by the Ladies' Handbag manufacturers of the Pacific Coast; (f) One (1) member shall be appointed by the Administrator of, the nomination of the Labor Advisory Board, and shall serve without expense to the industry; and (g) One (1) member shall be appointed by the Administrator to represent the Administration and shall serve without expense to the industry. 9811
