-125- provided that nothing herein shall relieve the Code Authority of its duties or responsibilities under this Code and that such tr,.ade, asso- ciation and agencies shall at all times be subject to and comply with the provisions hereof. (e) To coordinate the administration of this Code with such other codes, if any, as may be related to this industry, or any sub- divisions thereof, and to delegate to any other a:.&inistrative auth- ority, with the approval of the Administrator, such powers as irill -oronote joint -.nd harmonious action upon matters of common interest. (f) To secure an equitable and proportionate payment of the expenses of the maintainin; the Code Authority and its activities front those -ie72bers of the industry acceptinrJ the benefits of the acti- vities of the Code Authority or otherwise assenting to this Code. (g) To provide for an IRA Code insignia for the exclusive use of the members of the industry and to establish Lopropriate mach- inery for the issuance of such insignia. All articles subject to the provisions of this Code shall bear such an insignia and each member of the industry shall be entitled to the use of such insignia provided that they agree to and comply with the provisions of this Code. The Code Authority shall have the sole right to distirbute and sell such IRA Code insignia in this industry. (h) To establish or designate an agency on planning and fair practice which shall cooperate with the Code Authority in developing fair trade practices and industrial planning, including the regulari- zation and establlization of employment for the industry. (i) To initiate, consider, aid make recommendations for the modification or amendment 'of this Code. (j) To create as an agency of the Code Authority a JOI1T IINDUSTRIAL RELATIOiTS BOARD, consisting of an equal number of represen- tatives of employers and employees, and an impiartial chairnaon elected by the meiber3 of the Board, to investigate all matters of the Code relating to hours, wages, and general labor -rovisions, and to report their findings and recou:.iend.tions to the Code Authority. The desig- nated employee rep-)resentatives shall be truly representative of the employees in this industry and shall be selected by such en)loyees. (k) To recommend provisions for a uniform cost system for each division of the industry which upon ap:rova'l by the Administrator and after such notice of hearing as he shall prescribe shall become a part of this Code. Any nerber of the industry shall have the privilege of continuing any cost system, or of instituting any cost system suit- able and adaoted to his particular needs, Drovided that the selling price arrived at by the use of any such system shall not be less than the cost of that particularr article which vould be arrived at by the use of the uniform cost system recommended by the Code Authority and approved by the Administrator. Any such system approved by the Adxministr.tor shall involve only such elements of cost as may be reasonably necessary to assist in the administration and enforcement of this Code. 9811
