-118- S(b) The Handbag Code Authority is hereby designated as a planning, fair practice and controlling agency for the industry. This agency may from time to time present to the aLninistrator of the industry recommen- dations based u-on conditions in the industry, as they may develop from time to time, which will tend to effectuate the operation of the provisions of the Code and the policy of the Ilational Industrial Re- covery Act, and in particular alone the following lines: (c) Recommendations as to the requirement by the administrator of such other and further reports froin personss engaged in the handbag industry of statistical information -rnd the keeping of uniform accounts as may be required to secure the l.ro)er observatrces of the Code and pro- mote the proper balancing of production, distribution and consumption and the stabliization of the industry anI. employment. (d) Recommendations for the scttii. up of a service bureau for engineering, accounting, credit or any other purposes that may aid in the conditions of this emergency Pnnd the requirements of this Code. (e) Recommendations for the m.eking of rules by the administrator as to practices by persons enrgage;d in the handbag industry as to methods and conditions of trading, the nr:ning and reporting of prices which may be appropriate to avoid discrimination, to promote the stabilization of the industry, to prevent and. eliminate unfair and destructive prices and practices. (f) Recornendations for regulating the disposal of distress mer- chandise in the follo-:.ing way, because that will secure the protection of the owners thereof and at the iuame time promote the sound and stable conditions in the industry. Distress merchandise may be disposed of in thea following manner, and during th-e following periods only: general fall comr-otitive items after Christmas, Leneral spring competitive items after May 15th, and general s-uw er cor.ipetitive items after July 4th. Every person is required to noit.if, the Handbag Code Authority immediately after disposing of dis-rOss merch-indise, jobs or under- prices merchandise during t-e per:oI-d as above stated, giving the follow ing informations name of purchaser, dCrJ of purc'iase, quantity sold, regular price, price at which sold anc reasons for selling. (g) Recomniondations for dealing with any inequalities that may otherwise arise that may en(lianger the stability of the industry and/or production and employment. Such recommendations, when approved by the administrator shall have the same force and effect as any othor provisions of this Code. The Handbag Code Authority shall have power to examine all books of accounts and records of employrs to ascertain whether they are observing the provisions of this code, end all employers shall submit their books and records for such examination. The Handbag Code Authority shall have power to appoint a director, a staff of accountants and such otheg employees as may be required for the effective discharge of its functions. 9811
