XVI The administrator is expressl-r author5 zed to deputize the Ad- visory Council rT.-ned herein an',/or its representatives to do and per- form sLuch acts as may be necessary to carry into effect the purpose and intent of this code. XVII This trade association affirms that it imooses no ineauitable restrictions on admission to membership therein, and is truly repre- sentative of the handbag industr:r. This Code is not designed to promote monopolies, and shall not be availed cf for that purpose. The provisions of this Code shall not be so interpreted or ad- ministered as tco eliminate or oppress small enterprises, or to dis- criminate against then. This Code and all the provisions thereof are expressly made subject to the right of the Presidrenb, in accordance with the provi- sion of Cqdase 10 (b) of the :'atioiai Ind.,utrinl Recovery Act, from time to time to cancel or modify ary order, approval, license, rule, or regulation,, issued under Titie I of said Act, and specifically to the right of thd President to cancel or modify his approval of this Code or any conditions impos-d by him upon his approval thereof. Su-ih of the provisions of this Code as are not requiired to be included therein by the INational Industrial recovery Act, may with the approval of the President, be modified or eliminated as changes in cir- cumstances or experience may indicate. It is contemolated that from time to time supplementary provisions to -his Cole or additional codes will be submitted for the approval o.f' the Fres'.r.ent to prevent unfair competitive practices and to effectuate the other purposes and policies of Title I of the National Industrial Recovery Act consistent with the provisions hereof. XVIII If any employer of labor in the handbag ind'astrv is also an employer of labor in any other indusTry, the provisions of this Code shall apply to and affect orly that part of his business which is in- cluded in the handbag industry. XIX VIOLATIONS < Violations by any persons subject to the publications of this Code of any provisions of this Code, or of any approved rule issued thereunder or of any agreement entered into by him with the Advisory Council to ob- serve and conform to this Code and said rules, is an unfair method of competition, and the offender shall be subject to the penalties imposed by the National Industrial Recovery Act. 9811
