 To effectuate the provisions of this Code, the Bo.rd of Gov-
 ernors as the governing body of the Associa.teC. Hc.ndba.g Industries
 of Aiierica, Inc., is hereby authorized to a,:,oint such aent, or
 agencies; as it finds nncessai.ry, &.n.L to clothe these agents or agen-
 cies with t"Le --o'-ers necessary to carry out Lie authority vested in
 the Board. This agency or agencies to have plea,.ry powers and. sole
 discretion, and to be sisterte by an Advisory Co.uncil, consisting of
 chosen representatives of ever-, branch of the industry, which will
 act under th.e sole authority of this genr.

 (b) The Advisory Cou-icil is hereby desi-nated as a planning,
fair -,rzctice and controllin-" agency for th6 industry. This agency
may from time to time present to the Adrin strater of the industry
recommendations based upon conditions in t'.e industry, as they may
develop from time to time, which will tci, to effectuate the operation
of the provisions of the Code and the *_oliVy of the i aGione.l Industrial
Recovery Act, and in particular alone ; the foluo.:ing lines:
