 of labor, minimum rates of paV, and. other conditions of
 em-rloyment approved or prescribed by the president."

IIlI On end after the effective .date, emrrployers shall not em7rloy
anr minor unce. the age of sixteen (16) -rears.

IV On a.nd after the effective date, the minimum wage that shall
be paid. by an-i em-cloyer to any of their employees, except learners
during. a three months apprenticeship, shall be at the rate of:

 (1) 25; per hour when employed outside of G-reater :Tevr 7ork
 and immediate vicinity,

 (2) .O' per hour when employed within Greater New York
 and immediate vicinity.

 V On end afte- the effective date, employers shall not operate
 on a schedule of hours of labor for their employees in excess of
 forty hours per week, excepting office and supervisory staff, ship-
 ping end sales force,

 VI LICE-SLS

 (1) _.-econizing that the stability of the industry and
 the ability to carry into effect the -ourpose and intent
 of this act depends entirely upon the complete cooperation
 of all those engaged in the handCba: industry and with a
 viev; to effectuating such complete stabilization, all per-
 sons, members of the association set forth in this code,
 shall by virtue of their membership be deemed collectively
 to have been licensed to do business in this industry" under
 this act.

 (2) All persons engaged in the handbag industry and not
 a member of the association named herein shall, prom-ntly
 following the effective date of this code, obtain and pro-
 cure from the Administrator, subject to the a.""-roval of
 the committee, a license or permit thus to en.gge or con-
 tinue in business, which shall be conditioned upon the
 obligation of such applying firm to comply with all and
 every provision of this code and the amendments thereof,
 anc such other and further regulations as mrn- be prescribed
 by the committee together with the Ad:iinistrator.

 YII-a. ADMINISTRATION

 The Associated Handbag Industries of Ame. ica, Inc. is hereby
 designated the agency for administering, supervising and promoting
 the performance of the provisions of this code by all employers in
 the handC.bag industry.
