 To effectuate the policy of Title I of the 'ation!.l Iincustrial
Recover .'_ct, this Code is set up for the -ur-ose of increasing em-
ployment, establish -_ fair and' a.de'mate .ages, offectin- necessary
reduction. of hours, ir.,roving sta c--..cs of labor,mnd eliminating un-
fair tr-d.e practices (etc.,); to nmaitain a rea-onrble b:-lance between
production and consumption, anr to restore' t-ie income of enter-rises
within the industry to levels which will inaI'e *.os.ible the pa.jment of
such wages and- evoid the further C.enretion anc'. c(.?struction of capital
assets, to the end of rehabilitatng the Pianc.b,- in.tuctrv and enabling
it to do its part towar.- estcblis..>y, thet bal-nce of industries v.which
is necessary to the rectorabion and mainte:c.nce of the highest practi-
cal degree of public welfare.

I DEFILiITIONS

 The term "han:.ba. industry" as used herein is defined to mean the
manufacture and/or wholesale distribution of ladies' handbags, -oocket-
books and purses. The term "person' as used herein shall include nat-
ural persons, partnerships, as-ociations anc corporations. The tennrm
"employer" as used herein shall include ever- r.e-son a.tivel- engaged.
in the production and/or wholesale distribunion of orohicts of the hand-
ba, industry as h2rein defined. _T- '. 'cf'cctive d?.te" as used herein
is defineCd to mean the second !.onK..y after thiL Code shall have been ap-
proved by the President of the Unite- Stc,.cs.

II As required by Section 7 (a) of Title I of the Tational Industrial
Recovery Act, the following L.-ovisions are cor.O'itions of t'is Code:

 "(I) That em-lo--ees shall have the rloht to organize and
 bargain collectively- thro-Ah re*resentt.tives of their own
 chosinc and behl.I be ee fru the iiterfe-rence, restraint,
 or coercion of emploo-Ieis of labor, or their r erts, in the
 designation of such reresent-tives or in sel.f-or_--nization
 or in other concerted activities for t.-e purpose of collec-
 tive 1:e.r_.inin- or other mutual aid or protection;

 (2) That no employee and no one seeking employment shall be
 required as a condition of e.ploynent to join any company
 union or to refrain from joining-, organizin. or assisting a
 labor organization of his own choosing; and
