By-Laws of Code Authorities should contain a -orovision that code
Directors should be relect-d or elected by the Code Authority and
thl.t the right of hiring and firing rests in Directors. ,In this
'Darticular case no trouble in this respect developed, but in many
industries the Code Director's -'ork -as b&,1ly harmoered by the Code
Authority's insistence unon controlling employment of the entire
staff, and thus was developed what in effect was an industrial
political machine, one resented by Industry.

A. Undesirable or Unenforceable Provisions

Sone n-orovisions in the TraAe Proctice division of this code are of
course unenforceable and yet their inclusion does have a moral ef-
fect, therefore they should be include.l. All know the impossibility
of imposing enforcement 100 but no' members of industry that I ever
met, and there were mn,'ny, but agreed their effect was good. Of my
own :'no'vleBre, this industry's Code Directors have, through all
sorts of channels, more or less devious, kent close watch and were
successful in checking, to an irmortant degree, a straying from the
straight and nr-o,-'" oath. Comnliance records show but 4 complaints
but I know of many that were clec:ed withoutt formal complaint being
mnde, and of these we do not hvve record.

B. Compliance

As I have stated in previous chanters, due to the careful watchful-
ness of the Code Authority st.'-ff, compliance standa-ds were high.
Attached as I was to a nu-mber of industries, ny o-noortunities for
comorison were greit; and it c-rn be said that if this problem had
been ap-roached else-here as here, much of the friction developed

C. Limitation on Production

T.is was never atteinted either in the Code or otherwise.

D. Possible Code 'Consolidations

The Luggage end Fancy Leather Goods, and Mens and "'omens 3elts In-
dustries should have been consolidated with Ladies Handbags. All
follow in general the sPme factory practice, the same tyne of in-
dividuals comoose the different groups, and distributive channels
used ere the s.me. TraCe Practice provisions would naturally need
some adjustment. From such a grouning, strength would come to the
Code Authority machine itself, and irhat is eoually important, would
enable the "nreFentaticn of a united front to distributive groups,
and thus more quickly bring better -ractice. As set un today, each
grouo, a senarnte entity, are relatively small and therefore, in
their relations with the nouerful well financed and entrenched buy-
ers of their merchandise, are easily browbeaten into the following
of bad noractice.
