As stated in note commenting on Section 1 of this chanter the indus-
try is not an Pdvertising industry.

Section 6: "NIo member of the industry shall nublish or circularize
unjustified or unwarranted threats of legal -oroceedings which tend
to h-rass or have the effect of iorr.Fsing com-etitors or intimidating
their customers."

There is nothing in records to indicate any violation of this -'rovi-
sion neither did I hear of any. Annarently the industry does not
o-ner'te in this manner..

Section 7: "T'o member of the Incpustry shall give, or permitt to be
given an- secret r-;.7,ient or allo-.-nce of rebate, refund, commission,
credit, or unearncl discount, whether in the form of money or other-
wise, or the secret extension to secret nurchrsers of special ser-
vices or nrivile*es not ex-erd'ir to all nurcnasers on like terms
and conditions."

'e have no records coverin- this but my belief is that it is a pro-
vision almost, if not quite inaossible of checking and therefore of

heard the statement that buyers are on the npayroll of certain manu-
ficturers.

Section 9: "No memberr of the industry shall give, permit to be
given, or directly offer to give an.thina of value fo"- the 'urnose

representative of another in relAtion to the 'Ousiness of the em-
